James A. Dula, PhD, is President and CEO of the
Prince George's Chamber of Commerce. Originally from North Carolina,
he is a retired Air Force Major who served as a leader and administrator
around the world. He is known as a social-anthropologist due, to
the positive results he has accomplished when working with organizations,
children, youth, and families. Dr. Dula spent nearly four decades
as a senior manager and public administrator at various locations
world-wide.
As a commissioned officer and organization leader, Dr. Dula has
overseen the planning and implementation of various administrative
programs. Serving as the Director for Information Management, Air
Force District of Washington, he built an award winning program
that was responsible for serving the White House, U.S. Congress,
the Pentagon, and military organizations located in various countries.
In 1993, he was selected by the United States government to serve
as a member of the Panama Canal Transition Team as it created planning
strategies to relinquish control of the Panama Canal to Panamanian
control.
After 30-years of military duty, Dr. Dula taught in the Prince
George's County Public School System where he influenced young lives
by introducing a challenging college preparation and assistance
program. Further, he introduced the W.E.B. DuBois National Honor
Society to the school; which now bears his name, and created additional
education programs that ensured a 100-percent college acceptance
rate for participating students. Dr. Dula was recognized for Who's
Who in American Education twice and 2006 he was again the recipient
of Who's Who in America for Business and Professional Executives.
Dr. Dula served as the Health and Human Services Deputy Chief Administrative
Officer for Prince George's County from 2002 - 2006. Dr. Dula lead
the effort to open six new health centers, strategically placed
health, youth and family centers in schools and communities, and
created additional programs that enhanced the quality of life for
more than 865,000 residents who depending on health and social services.
Also, he created and opened a Youth Strategies Office to address
gang issues and youth programs, a Veteran Services Center to address
the needs of the 80,000 veterans located in the county; the largest
concentration of veterans in the State of Maryland; and was responsible
for opening the first Women's Resource Center in Prince George's
County. Dr. Dula received numerous awards for his work with children,
families, communities and women's organizations during his appointment
as the DCAO of HHS.
Dr. Dula is a highly decorated military veteran who has also received
a myriad of awards and recognitions for his social activism in various
communities. As the State of Maryland Leadership Chair for the Southern
Christian Leadership Conference, he remains dedicated to serving
mankind and fighting for justice for all people. An educator, he
served as Adjunct Professor at Central Texas College, University
of Maryland University College, and as Associate Professor at the
College of Southern Maryland.
Dr. Dula currently serves on the DuBois Honor Society Board of
Advisors for the Hampton University Honors College and holds a Bachelors
Degree in Public Administration, a Masters Degree in Public Relations
and Communications, and a Doctor of Philosophy degree in Public
Administration. Dr. Dula attended American World University, the
University of Oklahoma, Upper Iowa University, and the University
of Maryland.
Dr. Dula has been married for 36 years to his wife Phyllis and
has one daughter Tanya, son-in-law Andrew, and two grandchildren:
Maxwell and Morgan.
